End-of-live Vehicle Act and End-of-Life Regulation

For the implementation of the EC directive on end-of-life vehicles into national law, the Federal Republic of German put into force the “AltfahrzeugG” and the new version of the “AltfahrzeugV” on 01.07.2012. The regulation obliges the last owner of an end-of-life vehicle to only transfer the vehicle to a recognised acceptance or disposal point or a recognised dismantling company for disposal. Only recognised dismantling companies may issue a certificate of destruction, which verifies the proper destruction of the vehicle. This certificate is a prerequisite for the final decommissioning of the vehicle.

Recycle rates for end-of-life vehicles

The EC End-of-life vehicle directive prescribes the following recycle rates: 80% for re-use and recycling or 85% for overall use. From 2015, these rates increase from 85% and 95% respectively. The waste statistics are the database for the specification of these recycle rates. The statistical federal offices and the German Federal Statistical Office collect these data across the country from recycling companies for end-of-life vehicles according to the Environmental Statistics Act. The Federal Environment Agency determines the national recycle quotes for end-of-life vehicles from the aggregated data and prepares the German report for the EU Commission. The implementation of the recycle quotes is monitored by the responsible expert within the framework of the certification.

Experts according to the End-of-life Vehicle Act (AltfahrzeugV)

End-of-life recycling companies are inspected annually by an approved and independent expert for compliance with the requirements. Certified recycling companies receive an approval certificate according to § 5 Paragraph 3 of the AltfahrzeugV. GZQ has approved experts according to the AltfahrzeugV who have extensive experience in both vehicle draining and dismantling as well as in the implementation of the requirements criteria according to environmental laws.
